Not allowed to sell verizon boxes on ebay?

My listing was removed and I got the following message from eBay:

"You recently listed the following auction-style listing:

280881490972 - Verizon Fios, Motorola QIP 7100 1 Cable Box

Unfortunately, we had to remove your listing because of the following:

Your listing was removed because Verison FIOS Set Top Boxes (all models including - QIP 2500, QIP 6200, QIP 6416, QIP 7100, QIP 7216) are prohibited from being listed on eBay.

eBay urges its sellers and buyers to comply with all governmental laws and regulations. Since the sale of electronic equipment mentioned above has been deemed unlawful by the Federal Communications Commission, sellers may not list them on eBay.

We know it is frustrating to have your item removed, but I must ask you not to relist your item.
"

Can anyone provide some insight into this? I've sold several Verizon boxes before with no problem. Also, what law are they talking about that says you can't sell verizon boxes?

I just noticed some of the other guys selling these items have disclaimers in the first part of their listing saying that this device "cannot be used to illegaly descramble cable signals" and that the buyer "must have existing cable service to use the box". Maybe I should try that.
