Why doesn't ebay go after sellers who take payments and fail to ship items more aggressively?

Earlier this year, I bought a film from a certain seller and it took me 33 days to receive the film; I live in Upstate, NY, and the seller lives not far from here. I will certainly think twice before dealing with the seller again.
