Help needed with Metal Collar Black Jet Capelet?

I have dated this capelet based on the shape of the collar and capelet to C. 1890 however I have not been able to learn what the collar of the capelet is made from. The bodice is made of entirely threaded black jet beads throughout but the collar is a hard covered metal wire that does not have any flexibility. Would there be a technical name for this collar besides scalloped pointed metal wire collar?
