I just can't quite figure it out exactly and what it might be used for. has heavy metal base for mounting.

It looks like a stand that could be used for almost any tubular item that would fit that stand.

 

I can think of a couple possibilities -

 

Microphone stand

Microscope holder

 

It could have also been used as a clamp to hold something round while it was being worked on.

I would agree with skipper-john.

 

Another thing your item might hold is a fishing pole.  In some places, folks cast a line and let it settle to the bottom, put down the pole and go do something something else.... like take a nap.  If a "lunker" were to take the bait, it could snatch the pole into the water, so securing an unattended pole is mandatory.

 

That said, the photo of the bottom indicates that it is weighted, which is appropriate for a bench stand but not so much for a fishing pole clamp.

It's a drill/grinder bench stand. It is a low quality stand.
