eBay Workshop: Recently Announced Feedback Changes

Hi Everyone,

Thanks for participating in today’s workshop. My name is Brian Burke, I’m the Senior Marketplace Policy Manager for Feedback. I’m joined by Matt Halprin, my boss, and Vice President of Global Marketplace Policy Management and a few other eBay staffers. For the next hour, we’d like to answer your questions about the recently announced feedback changes that Bill Cobb, President of eBay North America, announced in his eBay Live! keynote address. These changes, which are expected to go into effect in September of this year, were met with enthusiasm by most of the thousands of eBay Live! attendees at the HP Pavilion. Here’s a summary of these changes:

1. Removal of feedback ratings left by members who don't participate in issue resolution processes. We believe that members unwilling to participate in processes designed to help resolve issues, such as the Unpaid Item process or the Item Not Received process, shouldn't be able to impact another member's reputation. After this change is implemented, if a member leaves feedback for a transaction and does not participate in these processes, eBay will remove their feedback rating. This means the rating (whether positive or negative) will not affect the recipient's feedback score. While the feedback comment itself will remain, it will include an administrative note from eBay indicating that the feedback doesn't count towards the member's total score.

2. Removing any feedback from users who are indefinitely suspended within 90 days of registration. We believe that members who are indefinitely suspended within 90 days of registering on eBay were never truly members of the Community, and so their feedback comments and ratings should not count. We will automatically remove feedback (positive, neutral, and negative) left by such users.

3. Requiring new members to complete a tutorial before leaving neutral or negative feedback. This change will require all new users (members with a feedback score of less than 10) to complete a short tutorial before leaving neutral or negative feedback. We hope that the tutorial will educate new members about the feedback system as well as ensure that they are aware of the various communication tools available to them prior to leaving feedback for their trading partner.

Hi Brian.. I have a couple of questions.

I thought at the announcement of these changes, it was stated that no NPBs could leave feedback... period but now your announcement seems to indicate that they can - although it will be neutralized. This seems to be a change from what was announce at ebay live (or maybe the glow sticks had burned my brain).

Hmmm... guess everyone left.

My concern is that a lot of damage can be done with a comment - neutralized or not.

My ONLY feedback to date was a NPB early in my selling career who lied in the feedback and tried to turn the blame around. I also think it would be fair that sellers with 1 neg get their plate cleaned after some period of time. Who really cares about a negative 2+ years ago. When I look at someone's feedback score, I'm look for heavy negative activity within the past 6-12 months.

Thanks for the questions.

Three things must occur for us to remove the feedback rating or prevent the feedback rating from being left in an unpaid item situation.
First the seller must file the alert, second the buyer must not respond to the alert, third, the seller must file for their final value fee credit and give the buyer a strike (mutual agreed to back out of a transaction will not result in feedback rating removal).

We are removing the rating because the member didn’t respond to the Unpaid Item Process, not because the seller claimed they were a non-paying buyer.

We know that in some cases the buyer may respond not in good faith, but given the current rate of non-response, most sellers that utilize the Unpaid item process will find relief.

OK, I think I'm alone now...

My last comment or question is... a few years ago, didn't negative feedback from anyone you 'was no longer registered' get changed to neutral regardless of their length of time on ebay? Why was that changed?

Thanks Brian.

But what is the buyer claims they sent say a Money Order but the seller never received one. Just the action of filing the alert is enough to set off some buyers to enter a negative. But by your definition, they HAVE responded to the alert and therefore their feedback will stand. Please correct me if I am wrong.

I understand having someone with less than 10 feedback having to go through a tutorial before leaving a neutral or neg. Someone new to Ebay may be quick to neg or use the feedback system for messages to the seller. My question is, why not have everyone have to go through a tutorial the first time they leave a neg or neutral?

Hello Brian, Matt and all the eBay staff:

I was at eBay Live! 2005 and was really happy when I heard about these changes in the feedback system during the keynote address. I have a few questions, though:

1. About: "Removal of feedback ratings left by members who don't participate in issue resolution processes.".
If during the process the buyer does answer to the unpaid item reminder in the unpaid item process, but he says something like "I just don't want to pay" and does not pay without any good reason, can he still leave me bad feedbacK?

2. When will these changes start taking place?

3. If I have negative feedback from a buyer that didn't participate in the unpaid item process, or is no longer a memeber and was not a member for 90 days either, will you remove the negative feedback he left?

I am very interested about the subject, because I have to open MAAAAANY unpaid item disputes, because I don't have Paypal, because I am in Peru. And although I have a checking account in the US, I cannot have Paypal. :-/ I mention very clearly in my descriptions that I don't take Paypal, but still buyers bid without reading it.

Anyway, thanks for your time! :)

Hi goldcity:

why not have everyone have to go through a tutorial the first time they leave a neg or neutral?

We considered this - but we felt that asking a member with, say, 500 feedback already understood enough about the feedback system to knowledgeably leave a negative. Perhaps we drew the line too low (10) but this is where a consensus landed to start. We can always increase or decrease it down the road.

Up until 1999 whenever a member was suspended, for any reason, all their feedback would be converted to neutral.

We discontinued converting feedback upon suspension because most feedback that is left is positive and the removal of the comments were driving customer support inquiries as members feedback ratings went up and down.

Further, most people that traded on the site for a period of time left appropriate feedback and it didn’t make sense to remove feedback from a person that was suspended if they were otherwise a good trader.

The new change, limits the removal to those members that are indefinitely suspended within 90 days or registration – in essence, someone that isn’t a true member of the community.

What period of time will the turtorial be required to leave negative feedback?

Will you have to do it every time negative feedback is left?

I have been lucky so far in the lest few years and have never had to leave bad fedback.

I think having everyone that would leave a negative OR neutral to go through a tutorial is a great idea. Many times had the person just contacted the buyer or seller prior to leaving such feedback, the "problem" would have been resolved!

Leaving a negative is not the same as responding to the alert. They must enter the Unpaid Item dispute resolution console and enter a response. They can state in the Unpaid Item process that they have paid, and like today, their feedback will stand.

But if they leave a negative comment, but don’t respond to the alert, then the negative rating will be removed.
