Union Soldier Civil War postage stamp?

I have searched and searched and can not find  anything similar. Same size as a postage stamp. Baker in lower left Columbus Ohio in lower right.

It's definitely not an official issue for postage. Perhaps a local memorial or anniversary type of item?

In philately this type of item would be a type of "cinderella" meaning a (non-postage) stamp or label attached to letters such as Easter Seals, holiday, political stickers etc. Some are collectible, depending on type and topic.
