Do we blame eBay or The Government for my problem and how do I solve the problem

A week ago eBay told me they were holding my funds because they needed my social security number for 1099 purposes.  I gave them my social security number and still funds held.  They ask for more information but it seems like they just want my social security number which I already did.  What do I do?

Did you make sure to add a checking account in your eBay account? Quoted below

From the Payments tab in Seller Hub, or Payments in My eBay, you can see which checking account is currently set up to receive your payouts, and update your details when you need to.

To update your checking account for payouts:

1. Go to Payments in Seller Hub or My eBay.
2. Select Delete next to the payout method you want to update.
3. Select Add and follow the steps to add your new payout method.

It usually takes 2 business days for changes to be confirmed and payouts to be enabled for your new bank account.
