I have a 1.99 fee on my credit card for selling a .99 cent item. I'ld like that creidt card fee returned to me or I'ld like to cancel the sale. Thank you in advance.

Four seconds before the end of the auciton I was outbid. However the item was relisted 35 minutes after that. How is that possible without shill bidding?
