Can anyone help me I'd this very old clay doll?

I have had this many years. I never could Id it. I was told it was black Americana made by a slave child on a plantation but idk if that's true. It's wrapped in very old cloth. And the doll itself is a heavy type clay. It is about 4 inches long. Can anyone help me id it? Thank you.IMG_20191020_123541743.jpg

Can anyone help me I'd this very old clay doll?

I am trying to figure out how the parts go together.  Do the little torsos sit on top of the "spokes" ? Or if not how do they attach to the solid piece in the last photo?  Is the piece of fabric holding them together?   

 

The clothing could be a clue.  Looks like a uniform of some kind.  Below is a Union army Civil War uniform:

Reminds me of the Peruvian cloth mummy dolls, but the dolls look Colonial.

It's African, but has nothing to do with a slave plantation in the U.S.

 

This is a traditional Samburu clay figure, from Kenya.  They were originally described as "fertility" figures, but now are mostly made for the souvenir market. 

 

There are over 100 currently listed on eBay.
