eBay wants you to do two things. Depending upon where you reside, they want you to link a checking account or a Payoneer account for payouts. Then you must attach a payment method for seller fees that aren't taken from your payout, such as refunds.
This used to be the link to do that but I think eBay removed it.

thank you sir but the link isn't working as you said it has been removed.
i have added both checking and Payoneer account but still the funds aren't up to after transactions charger taken
is there a way eBay can step in and handle this

https//www.ebay.com/help/fees-billing
None of the urls seem to work for some reason. Go to the right side of this page and click on the link "selling fees" and then scroll to help related topics at the bottom of the page and select "fees and billing."

You will need to cover all the expenses for the refunds.
Add a checking account or Payoneer account with money in it to cover.
eBay will not cover you ...

If it the Pioneer item, the money will be held for 30 days.
You have to provide a way to pay the refund until the payment is released and sent to you.
