Yelling in this forum in all caps in red is an exercise in futility, because no one is in this forum except other eBay users will read it.

Many times error message have nothing at all to do with eBay, it's usually a browser issue.

Try clearing browsing history cookies and cache of your web browser. If that doesn't work use a different browser. 

I just listed 4 listings with no issues.
I used Safari on an 8th generation iPad to list.

With all due respect, this is not a browser issue.  There is a server that is not responding.  If your items or drafts are on that server, you will be unable to proceed.  If you are not on that server, lucky you.  This issue has been reported on several news sites as well.
