Fragile, boxed doll furniture thrown in a box without even a sheet of bubble wrap seems like asking for breakage, but seller won't refund on shipping breakage. How can that be right?

How can best offer be offered on all listings and then smallest offer refused? I believe .50 on a $7.49 item that also charges enough shipping to cover, if not make a buck, is reasonable. Why offer best offer?
